New Director of Government Affairs/Legislative Strategist Joins the NHSA GAD Team (August 24, 2007)
LUIS BURGUILLO JR., J.D.
The National Head Start Association welcomes Luis Burguillo, J.D. as Director of Government Affairs/Legislative Strategist. He joined NHSA Monday, August 20, 2007, replacing Joel Ryan, who served for five years.
Previous experience includes:
Burguillo served as Program Manager for Hispanic outreach initiatives and Public Policy Adviser for ASPIRA, a national Hispanic education association. In this capacity, he coordinated national education, health and youth safety programs, and policy. As policy liaison, he advised and provided leadership support to the association’s seven regional offices and youth leadership community-based partnership network.
As senior intergovernmental relations officer for the U.S. Department of Housing and Urban Development, Burguillo managed an executive-level office with budget, policy, and program responsibility. As the single-point-of-contact for agency programs, he coordinated the concerns of state and local government, public interest groups, and organizations with senior agency officials.
Directing a government relations and public policy division for a national health policy association, he developed and implemented the legislative and policy agenda and managed the grassroots leadership network, advocacy mobilization, and capacity-building training programs.
Burguillo successfully organized and coordinated a national conference in collaboration with the U.S. Health Resources Services Administration (USHRSA) on existing barriers to health care to improve access to health care.
Directing the national health policy agenda for a national medical association, he successfully secured a $450,000 congressional appropriation. This enabled the association to continue its efforts to establish a medical research center for medical professionals conducting research into minority health issues.
As a policy spokesperson, Burguillo communicates in both English and Spanish with well-developed, effective writing, public speaking, and media skills.
