National Head Start Association 2013 Policy Agenda

 

The 2013 National Head Start Association Policy Agenda aims to set both the guiding principles for early education and NHSA’s specific positions for policies affecting the most vulnerable young children and their families. It starts with an overview of the essential elements of any effective early learning intervention and is followed by a series of concrete policy suggestions and proposed changes.  It should be considered a roadmap for educating policy makers and influencers, guiding NHSA’s strategic decision-making, and advocating for changes in current law, regulation, and practice.


The 2013 Policy Agenda reflects thinking and feedback from member programs, state and regional Head Start associations, and Head Start parents, teachers, and staff.
