Review and Renewal

Review Process

A panel of professionals with extensive knowledge of and experience in Head Start will review the application elements and score the 41 NHSA Quality Indicators to determine if the program has met the NHSA Quality Initiative criteria. The 41 NHSA Quality Indicators reflect well-established performance excellence criteria and are a cross-section of different industries, yet are also specific to the systems and services in Head Start. These Indicators were designed to extract evidence of the ways that your program goes beyond the Head Start Program Performance Standards.

For Program of Achievement applicants, after the review and scoring process have been completed, the Head Start/Early Head Start director and the identified Quality Initiative contact person(s) will be contacted with the outcome of the review. Program of Excellence applicants will receive their onsite visit following the application review. Review decisions will be shared after that time.

Designation Revocation

In order to preserve the high standards of the NHSA Quality Initiative, Programs of Achievement (Provisional and Sustaining levels) and Programs of Excellence are expected to remain in full compliance with the Head Start Program Performance Standards and other regulations throughout the entire designation term. NHSA Quality Initiative designated programs are responsible for notifying NHSA immediately of any occurrence (e.g., non-compliance, deficiency, audit finding, or legal action) that may negatively impact the status of their designation. NHSA reserves the right to temporarily or permanently revoke designations from any program that no longer meets the full requirements of the NHSA Quality Initiative.

In the event that the designation as a Program of Achievement (Provisional or Sustaining level) or a Program of Excellence is revoked no amount of the application fee will be refunded.

Testimonial

"The Quality Initiative has helped our program focus on our achievements, where we are, and where we wish to go. It has also helped us craft descriptions of various program components, which we now use in program brochures and other promotional tools.... Lastly, MSHS staff has taken pride that they are part of an excellent program, and this has assisted with maintaining a high level of morale."
