Every two years, as a new Congress is seated in Washington, DC, NHSA creates formal Research and Policy Agendas to lay out the priority issues of the Head Start field. The Agendas are based on broad surveys of Head Start parents, alumni, staff, and leaders about what new research and policy reforms would most strengthen the work programs do with children and families. These documents are used both to identify the most critical opportunities for advocacy and to drive NHSA's work on a daily basis.
