Deborah Kaiser is the Owner of Essential Elements as well as a Consultant and Grant Writer for Head Start and Early Head Start programs. For more than 20 years, Kaiser has worked in and consulted for non-profit organizations. She has been a Head Start Coordinator and a Head Start Director. Kaiser holds a Master of Education (M.Ed.) in School Psychology and a Bachelor of Arts (B.A.).

Evelyn English is a literacy mentor, President of EWE Reading Thinking Learning, and author of Reading Thinking Learning Dynamic Tools for Literacy and Language Development (published in English and Spanish). She is an acknowledged facilitator in delivering requisite, explicit, research-supported, and readily implementable work sessions, and consulting in The Essential following components of Reading:
English works to promote family engagement —teaching parents and families ‘how to’ teach reading, thinking, writing, listening and speaking at home. She has also written and published resources on the subject.
Evelyn English earned a Master of Education-Reading Specialist Certification, national Trainer of Trainers Certification, and Advanced Professional Teaching Certification, and is secured to work in Department of Defense (DOD) Schools. She has taught Pre K-College learners throughout the United States and Europe, taught and directed a center for Critical Thinking, served on National and Charter School Boards of Education, and provided literacy-reading evaluations for staff, curricula, and programs. With her knowledge, expertise, and understanding of early education instructional materials and programs, you will receive specially planned Literacy: reading, thinking, writing, listening and speaking work sessions and coaching to fit your budget and professional development needs.

Kristen Hayes, MPM is a Management Consultant and advocate of high-quality programming for children and families. With 10 years experience in program implementation and public policy formation, she has worked with organizations across the country to secure grant funding through two Federal departments, and helped grantees effectively utilize funds to meet required outcomes. Since February 2011, Kristen has consulted with Head Start/Early Head Start agencies on a variety of projects including evaluating and improving existing management systems, coaching new Directors through ACF grants administration requirements, conducting organizational assessments to increase the efficiency with which Head Start funding is utilized, and supporting programs through the re-designation process.
Most recently, Kristen was a Senior Program Specialist with the U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Head Start (OHS), Region IX in San Francisco, California. Kristen managed funding to Head Start agencies in excess of $400 million annually, and provided expert technical assistance and guidance to grantee organizations. Her caseload included non-profits, city and county governments, county offices of education, and a for-profit organization, reflecting the diversity of organizations funded by ACF. Kristen supported ACF’s ongoing quality improvement efforts as a team leader for onsite compliance reviews, and as Region IX’s staff lead for monitoring and risk assessment.
Prior to joining ACF, Kristen was a Policy Analyst with the U.S. Department of Education (ED), Office of Safe and Drug Free Schools, in Washington, DC. She lead the policy effort to implement a school choice provision under No Child Left Behind Act (NCLB) which included authoring regulations, guidance, and debriefing the Secretary’s NCLB Implementation Council. She was heavily involved in the Office’s annual discretionary grant process, serving as a panel manager for the peer review of seven national grant competitions and co-developing a grant competition to improve state-level management of school drug and violence prevention data. While working at ED, Kristen was selected for a three month assignment to the U.S. Senate Health, Education, Labor and Pensions Committee and the staff of Senator Edward M. Kennedy.
Kristen holds a Master's degree in Public Management and Social Policy from the University of Maryland, College Park.
Dr. Charlotte Hendricks, President and founder of www.childhealthonline.org, has promoted health education for young children, parents, and teachers for over 30 years. She pioneered research and curriculum development for preschool health education based on the principle that adults are responsible for children's health and safety; however, young children need to explore their work and begin to develop decision-making skills and healthy habits to promote lifelong health. She earned her Bachelor's and Master's degrees from Western Kentucky University, and a doctoral degree from Indiana University. Her formal education focused on health and safety, program evaluation, and research in early childhood health education.
Her career began in 1980 with a district health department, and continued with experience in higher education, Head Start, and national research projects, including coordinating one of 10 national Centers of Excellence in Early Childhood. Recognized as a leader in her field, she often presents for Head Start programs, as well as at state and national conferences. Her high energy presentations illustrate her knowledge of research and national standards, while providing practical and cost-effective solutions to issues facing parents, teachers, and child caregivers.
She is Editor of Healthy CHILDCare and a reviewer for journals of national professional organizations. Hendricks has developed numerous resources and training modules for early childhood settings, including resources for state and national organizations, such as the National Association for Education of Young Children, the American School Health Association, and the California Department of Education.
Hendricks uses innovative methods to reach adults with health and safety messages. "You first have to get their attention," says Dr. Hendricks, and she often does this with the use of cartoons and graphics, followed by concise and accurate information. Resources such as HIP on Health® provide parents and teachers with practical information and ways to promote children's health and development, while keeping them safe from injury. Her latest publication, Redleaf Quick Guide to Medical Emergencies in Early Childhood Settings, exemplifies her ability to present essential information in an easy-to-follow format. Hendricks has several published curricula and resource materials, including Growing, Growing Strong: A Whole Health Curriculum for Young Children.
In addition to child health and safety, Dr. Hendricks’ provides both training and consulting on topics such as Community Assessments, developing policy and procedures manuals, communicating effectively with parents, staff training methods, and preparing for program reviews.

Dr. Jean Foster Paulsel holds a Ph.D. in Family Studies and has 30 years of experience in roles related to early childhood, family services, and business management. She is a Certified Family Life Educator, certified through the National Council on Family Relations.
As a champion for quality early care and education, Dr. Paulsel has worked as a kindergarten teacher, a community college department chair of Child Development, and in management positions for two large HS/EHS programs, as well as serving as a CDA advisor. She has recently been approved to serve as a Professional Development Specialist under the new Council guidelines for CDA candidates. Her experience includes working directly with classroom teachers and administrators to improve programing.
Dr. Paulsel has experience in grants writing, successfully writing for Federal, state, and foundation grants. She has recently served as an Office of Head Start grants reviewer. A CFLE since 2001, she has long been an adult educator, including serving as a County Extension Agent and Child Development Specialist for the Texas AgriLife Extension Service, university professor, and training coordinator for a five-county HS/EHS program. Her experience includes developing online training modules for child care professionals via the Quality Early Child Care program, Texas AgriLife Extension (Texas A&M University System).
Services to programs include on-site mentoring or training on child growth and development (birth - five), developmentally appropriate environments and activities, implementation of curricula, and quality teacher-child interactions. She works with programs to create successful communication with parents and staff, increase parent engagement, and fully implement family literacy as defined by the Head Start Act, including financial literacy. Other services include board and policy council training and mock Federal reviews. Finally, Dr. Paulsel will work with you to develop a customized professional development plan that best meets the needs of your program.
