In this interactive webinar, Dr. Carmen Bovell will discuss new opportunities available to Head Start programs based on the Head Start State Collaboration Offices’ new charge to facilitate collaboration among Head Start and Early Head Start agencies and entities that carry out activities designed to benefit low-income children from birth to school entry and their families. Dr. Bovell will also review the role State Collaboration Offices have played in the states over the past 17 years.

Carmen Bovell is Senior Advisor on State Collaboration in the Office of Head Start (OHS) in Washington, D.C. In this capacity, she is responsible for providing expert technical leadership, policy and program guidance in state collaboration to the OHS, Regional Offices and State Collaboration Offices. She joined the OHS staff in 2000 and served as Director of the Program Management Division before assuming her current position. Dr. Bovell has over 20 years experience as a Head Start Director.
