About the Center for Policy, Data, and Research
The mission of the NHSA Center for Policy, Data, and Research is to generate new knowledge to lead reform for stronger child and family outcomes, informed by outstanding practices from the Head Start community. The Center generates new analyses and reflections on program and policy priorities, and strengthens dialogue and collaboration between Head Start practitioners and researchers.
Every two years, as a new Congress is seated in Washington, DC, NHSA creates a formal Policy Agenda to lay out the priority issues of the Head Start field. The Agenda is based on broad surveys of Head Start parents, alumni, staff, and leaders about what new policy reforms would most strengthen the work programs do with children and families. This document is used both to identify the most critical opportunities for advocacy and to drive NHSA's work on a daily basis. That work includes responses to calls for public comment related to research and regulations through the Federal Register.
