Every two years, as a new Congress is seated in Washington, DC, NHSA creates a formal Policy Agenda to lay out the priority issues of the Head Start field. The Agenda is based on broad surveys of Head Start parents, alumni, staff, and leaders about what new policy reforms would most strengthen the work programs do with children and families. This document is used both to identify the most critical opportunities for advocacy and to drive NHSA's work on a daily basis.
